User is able to choose and set via Global Settings, per account, a default Policy Type: Custom (same as current functionality) or Business Policy. As well as specifying the specific policy content

The user is able to select a different policy for None/Prime items

The Business Policies cannot be created/modified via SF system, they are defined in ebay and presented on our system for settings

User is able to update Policy Type and policy content for specific item via Item View page or for selected items via Bulk Actions
